Introduction
This case report attempts to describe and analyze the adaptive capacities possessed and the adjustment mechanisms adopted by a community to cope with the impacts of a disaster, the Indian Ocean Tsunami of 26 December 2004. The scope of the analysis focuses on the ability of the community to cope with the impact of the tsunami on their livelihoods and their capacity to adapt to its impacts. It describes the mechanisms by which they had been able to rebuild their livelihood assets, recover their means of livelihood and lay the foundation for its sustained development.
A community’s ability to reduce, mitigate or cope with the impacts of an extraordinary risk event depends largely on how well it can muster its own resources and blend these with the expected aid, technical assistance, and compensation and transfer schemes. A basic attribute is adaptive capacity -- the set of preconditions that enables individuals or groups to respond to risks and manage uncertainties. It is a synonym for the many characteristics of resilience (Luthar and Cicchetti 2000 cited by Tompkins and Adger 2004).

The conceptual framework for this review therefore is adaptive capacity. As applied to social systems, adaptive capacity is determined by the ability of institutions and networks to learn and store knowledge and experience, creative flexibility in decision making and problem solving, and the existence of power structures that are responsive and consider the needs of all stakeholders (Tompkins and Adger 2004).
The linked questions this paper seeks to answer are: (i) what innate capabilities did the community possess to adapt to the impacts of an extraordinary disaster on their livelihoods, (ii) how did they adapt to the impacts and what factors influenced their adaptive capacity; and (iii) what lessons were learned to enhance adaptive capacity of communities?

Information had been mainly derived from the subject community in southern Thailand. However suitable examples from a much larger fisheries rehabilitation project in Indonesia called ETESP Fisheries Component (Annex 2) have been cited to illustrate issues or support conclusions drawn from the subject community.

Abstract:
Commercially available recreational sounders have reached a level of technological sophistication where it is possible to use these relatively inexpensive units to record data related to bathymetric depth and position as boats navigate coastal waters.
This paper presents the initial results of a pilot project enabling fishing communities to collect bathymetric data and update near shore marine charts. The project is focused upon the Panglima Laot Kreung Aceh fishermen which was devastated in the 2005 Tsunami. The fisherman’s parliament (Dewan Panglima Laot) is a community empowered group actively involved with the daily concerns of the whole fishing community. The parliament also includes provincial government representation, including local mayors.
Discussion with fisherman’s association in Banda Aceh (Panglima Laot Lhok Krueng Aceh) revealed that the primary threat to the majority of fisherman is the lack of documented, accurate, information about the location of underwater hazards. For deeper water fishing vessels the net used to catch fish is the most expensive item on board and often costs twice the amount of the fishing boat. Damage to nets is obviously costly, requires considerable time and effort to repair or replace, and is the major factor in lost income.
The objective of this pilot project was to demonstrate the feasibility of engaging the local fisherman by empowering their local fisherman’s association (Dewan Panglima Laot) to collect data needed to improve and chart the local knowledge of sea mounts, deep reefs, hazards to fishing gear operation and fishing resources in the region. The approach presented to achieve this outcome was to engage the professional commercial fishermen through several different methodologies in order to collect the necessary data. The first method of engaging the fishermen and collecting data was to equip these larger fishing boats with sounders with integrated data-loggers and GPS in order to collect information related to vessel position, speed, course, ocean depth and temperature as these boats navigate the waters surrounding the Northwest region of Sumatra. The amount of effort expended and the type of fishing gear used, e.g. purse seine, handline, longline, gillnet, etc. was also recorded.
The results presented and discussed in this paper address technological proof of concept, community cooperation and technology transfer, and data quality and resolution.
